Hearing Disabled And Unemployed Expert Seeks GIS Business Grant Money

My name is Charles. I worked at Riverside County Transportation and Land Management Agency as a Geographic Information Analyst (GIS Analyst) for 20+ years.
On June 30, 2010, I was laid off due to the County's budget cuts. I am hearing-impaired and was proud of my employment at the County until I received the pink slip.
Now, I am unemployed and receiving unemployment benefits. I am expecting to receive social security disability (SSDI) checks soon.
I do not want to be on SSDI for the rest of my life. I am only 46 years old. I have a wife and a 10 year old child. We live in our own home in Riverside, California.
I have been looking for a new job, especially at the County where I used to work. I had two interviews at County Flood (two different job positions related to GIS), but they did not want to hire me due to my disability.
Well, I wrote up a business plan, hoping to start my own business in mapping and GIS services to the public, business and governments.
The biggest problem is that I don't have money to purchase the equipment I need for my business.
I need some pretty expensive hardware and software, for example:
* Windows high-performance PC workstation
* ESRI ArcGIS software (see www.esri.com)
* wide-format HP DesignJet plotter
* wide-format scanner
* hand-held GPS to collect data
The income from digital mapping services will help to support my family. I really don't want to be on SSDI for the rest of my life.
