Disabled Woman With Multiple Sclerosis Looking For Government Disability Grant

I have MS (Multiple Sclerosis) and I am looking for government grants for the disabled.
I applied for SSA and SSI, but was rejected. SSA said I need three more credits to qualify. SSI said my husband makes more than $12,000 a year, which disqualifies me for assistance.
I borrowed against my life insurance and maxed out my credit cards to pay monthly bills, health insurance premiums and co-pays.
I have not been able to get MRIs, x-rays, lab tests, wellness-care, etc for years, because my co-pays are too high and I have no more room on my credit cards to charge.
The bank raised my interest to 29% last October, so my payments go directly to finance charges.
I'm 58 years old and do not qualify for Medicare for seven more years but I need help now.
I've had MS in my brain and spine since 1963. I worked as long as I could and paid my FICA, SS, Medicare and taxes.
In 1989 the MS progressed and I lost my job. Two doctors and two neurologists told SSA and SSI that I am disabled.
Are there any government disability grant programs to help me?
