Disabled Husband And Father Will Lose Oxygen When Electricity Gets Cut Off

I am disabled and on oxygen 24 hours a day.
We rent a house where the water is no good. We lose it all the time. We can't wash clothes or use the water to cook, because it's muddy.
We can't make the baby's bottle or even take a bath. We have to go elsewhere to get a bath and wash clothes and get gallons of water for everything half the time.
We don't have the gas to go anywhere. We have to keep getting money from my dad. We owe him so much money I can't keep up with it.
The house is falling apart. We can't keep it warm. I use a power chair and I can't get around. We need help getting a place to live and we can't pay out any more.
I only get $751 a month and we pay $260 for rent and our lights are almost $400 a month and our phone is $78 a month.
We can't even pay our light bill this time because we have a previous balance of $1,396 they want us to pay in whole by the 15th of this month. We can't pay that so they will be cutting off our electricity soon.
Then we don't know what to do because I will not have my oxygen. I only have five tanks to do me. My tanks only last four hours each.
We cannot pay the bills now. We need help getting back on our feet. We are a family of five: my wife, one boy, two girls and me.
