Disabled 64 Year Old Man Seeks Debt Relief Of Medically Caused Expenses

Until two years ago, I was a full-time employee at a local school district, as a Senior Systems Administrator.
In rapid succession I was diagnosed with Hepatitis C, and a neurological disorder, and I underwent Tarsal Tunnel Syndrome Surgery.
The source of the neurological problem was inoperable. At 62, I figured my best bet was to retire and find supplemental employment.
Escalation of the problems left me with insufficient income to pay my mortgage and COBRA health insurances.
I’m looking for any debt relief I can find.
I hear about negotiated reduction of credit card debt. There is only one card but it is maxed out at close to $20,000. It is not overdue, but it is a monthly struggle.
I have a high car payment, but the car isn’t worth much more than the balance left on it.
My student loan has promised relief, as have the benefits on premiums on my life insurance.
My mortgage company for a single residence primary dwelling has offered nothing.
I’m attempting to take a methodical approach seeing what relief to my problems is available. Medical substantiation is not a problem.
Ideally, I would like:
1. Relief on the COBRA payments until I reach MEDICARE eligibility.
2. Caps on the punitive increase in credit card debt interest and automotive loans. This was due because of unavoidable delays in payments (but payments are current).
In short, medical difficulties and age have me in a situation of outlay exceeding income. I don’t know if there are remedies available, but I hope there is.
I’m looking for any available recommendations or direct aid for relief of debt caused by medical expenses.
